users mailing lists and askLibo (https://ask.libreoffice.org) are there for
that.

No, next style is applied to the next page. It is useful when you want to
switch automatically from a page style to another. For example you will use
that to alternate between left and right page styles. The next style for the
left page style is right page style and the next style for the right page style
is the left page style.
Manual page break is needed when you want to interupt this automatism.
