This is currently possible only by using the Navigator.
Bug 101211 is about making it possible to have (user assigned) keyboard
shortcuts perform the same.

The comments on bug 101211 indicate that we should not try to hijack the mouse
scrolling amount from the operating system. Thus I will close this as WONTFIX.
