At save is not a good time for compression: 
Users won't have an idea that compresion will happen and informing them (or
asking them further questions) at the save time is not good practice too. Users
have different habits and use save at different times. Some save frequently
after every action, so they could insert, resize too much, save and then
realize the image should be bigger. Users that don't save often, could be in a
hurry and save, close LO, then after a while open and realize the images are
compressed and it is not what they want. 
MSO even doesn't show the result after save - as long as you keep the document
open, it will show the original. When you close and open again - you'll see the
compressed version. We don't want to use a workflow that silently does
compression or potentially could compress to a lower DPI than specified.
Additionally we want the user to have the control and the ability to decide on
case-by-case basis.
