Microsoft Visual C++ 2015 Redistributable comes with the LibreOffice installer
for Win XP as described here:
https://wiki.documentfoundation.org/ReleaseNotes/5.4#Windows
Could you please try unistalling LibreOffice, unistalling Visual C++ runtime
and then installing LibreOffice again?
