It is per-document, and is saved with document. It is not per-page though.
Possibly that's why it's not in the Page settings (although we don't support
multiple page formats per Draw document, it's not a format limitation, and
could be finally changed; it's interesting what about the setting).

Anyway, the discoverability of the setting is a valid point. Setting to NEW.
