Navigation of help (on-line or local install) via os browser was only part of
the OP issue with reviewing the Help articles.

If any thing it is worse now with issues of bug 118148 linkage to "extended
tips" with <F1> or on mouse over or with keyboard navigation not linking to
correct article--on-line or local install. But this could be closed for bug
118148 for the <ahelp> impact on a11y.
