No question that we have to improve the Navigator, a proposal is here [1]. But
despite all the shortcommings the basic way of dealing with content is working
well. From the WYSIWYG point of view I doubt that putting content in tabbed
sections is working well for the majority of users. And there are also many
requests to have tabs for multiple documents in one app that would clash with
your proposal.
