I would say this is as intended. 
help.libreoffice.org/6.5/en-US/text/shared/01/04140000.htaml says "Inserts an
image into the current document centered on the page or slide."
Nothing on that it would be inserted in selected object. 
And painting area or setting background is another issue, it's not inserting
image in shape.
