Description:
When you set conditional formatting on entire column and that's mark duplicate
values, when you enter then a new duplicate, it gets aligned bottom.

Steps to Reproduce:
1.Create conditional formatting to mark duplicate values in entire column
2.Enter new value which is duplicate

Actual Results:
Is aligned bottom

Expected Results:
Should be marked according to formatting


Reproducible: Always


User Profile Reset: No
