Description:
I insert an image and then I choose to reposition it, but the image won't move.
I try to drag it with the mouse and nothing happens other than selecting it.
Something I've noticed is if I: Right-Click on image >Format Image >Type
>Position >Vertical 'from bottom' and there is a 'by' size with a number, in
this case 9.12" 'to baseline'.
I manually set it to zero and that allows me to move the image. However, after
dragging/moving it to another page and letting go of the mouse, it "snaps back"
to the original position and that number has been returned to whatever it was
before I changed the value, in this case 9.12"
WRAP is set to "optimal" and cannot be changed, the other options are not
selectable (None, Before/After, etc.)
ANCHOR is set to "as character".
I have 10 pages with 16 images, most are positioned adequately, but a couple
are not.
Steps to Reproduce:
1. Insert several images on different pages (I don't know if this is required
to reproduce but it's what I do)
2. Attempt to move images to another existing page. For example move the image
on page 3 to page 1, and page 1 image to page 2.

Actual Results:
Image fails to move at all. After setting vertical position to zero as
previously described and attempting to move the image, it snaps back to its
original position and replaces vertical position value of zero with original
number.
Expected Results:
Image should be repositioned to new location
