Please also note :

As soon as I am completely deleting the exiting texts in cells which are
showing anomalies and write fresh text. The same cells with new text entered
works fine and font size changes immediately. Hence if I delete the personal
data and add new data the problem will not reproduce. 
Hence Possibly it is not a issue related to user profile as 
1) I have uninstalled the existing LibreOffice and installed fresh. 
2) The problem exist only in this old file and no newly created file showing
such problem.
