I guess "reducing Navigator's area" means making the LibreOffice Window less
tall.

I can't reproduce the scaling issue with gtk3 or kf5 backends. The scrollbar
scales to a certain height and then stops - this height is determined by the
Navigator window contents.

If possible, record a screen capture video of the problem and attach it to a
new report.
