>From my pov a problem of Ubuntu PPA packaging/build, which seem to rebuild long
gone internal help viewer and doesn't try to call web browser. Tested on my
Mint 19.3 system and native TDF package (DEB packages, Version 6.4.2.2, 64-bit)
without problems. Not sure whether this is a reason for NOTOURBUG.
