A new update to LibreOffice appears to be on the horizon. The week of April 13,
2020. That may obviate further consideration of this bug. 

A purge of LibreOffice through terminal followed by reloading LibreOffice from
the repository did restore LibreOffice to Version 6.0.7.3. Accessing "HELP"
works.
