Please comment the bugtracker so information is shared.

You indicated:

I'm not sure to understand, do you confirm you removed or renamed
C:\Users\bmaurer\AppData\Roaming\LibreOffice directory ?

(it's the path I see in dump.ini)

Also, did you try to start with safe mode? (see
https://wiki.documentfoundation.org/Faq/General/110)

Finally, when you say "Only for one user...", you mean you've got different
users, LO works for all of them except one?
