Please, explain. Surely shapes/textboxes/form element have a different purpose.
I'm not denying that. However, i'm not seeing how the purpose is relevant for
the anchoring.. What is the benefit anchoring these "to paragraph"? Or the
other way around what's objection against 'anchoring to character"? I'm not
aware of the major differences (LibO help doesn't explain it either)

I do know there 
* was a reason to change anchoring for images.. Does the same logic also apply
for Shapes/Frames/Text Boxes, Form elements?
* there is an odd exception of charts.. being anchored as 'to character' as
well. How is this different from a shape?
* Not sure how often a user makes a change to the default anchoring. I tend to
stick with it, except if it behaves unexpectedly. However if we gonna mix
different anchoring with probably (I can't find it) difference in behavior
depending on the object.. This can cause surprises concern the layout. 
There also text layout issues related to anchoring. Depending on the type of
anchoring. 
* Other inconsistency's: frame containing image, has same anchor as image.
Empty frame has a different anchor.

Was there an argument about the other objects? I'm raising the question.. My
starting point is always consistency/ coherence/ conformity. This was the case
before switching 'to paragraph' to 'to anchor'
