I can see on the second information Skia it's disable

Tested, no bug with
Version: 7.0.4.0.0+ (x64)
Build ID: e5b019d12043712c2d2a5ac424102e9861d21ad2
CPU threads: 4; OS: Windows 10.0 Build 20180; UI render: Skia/Raster; VCL: win
Locale: es-ES (es_ES); UI: en-US Calc: CL

Please test if changing the options Menu/Tolls/LibreOffice/Accessibility -
Options for High Contrast Appearance, has same efeect.
