Yes I did disable Skia as it was instructed by you earlier and it also lead to
solving of my problem. 

And I looked for the option that you asked for but there is no direct checkbox
to enable high contrast appearance but there is a checkbox for 'Automatically
Detect High-Contrast mode of Operating System' which is ticked already.
