That is the 'Navigation' toolbar, it activates context sensitive (appended to
the Standard TB) when you add a reminder or bookmark to a document. But it is
flawed.

It remains a useful counter-point to the "modal" 'Find bar' and the reworked
'Navigator' UI.

'Back' & 'Forward' movements with the Navigation TB will sequence between all
its stack entries, while the modal Find bar and Navigator 'Previous' & 'Next'
moves between objects of just the active mode. 

Current exposure of the 'Navigation' TB is sufficient, and pending work on bug
115817, no reason to do more with it.
