I'm changing this bug report.

Apparently, the fix is to modify the "pitch" of the label sheet.

It is completely unclear to regular users what a (horizontal and vertical)
"pitch" is.

At the bottom of the pop-up window it says "Page with" and "Page height", but
apparently the "Horizontal pitch" and "Vertical pitch" are the actual things
that impact what width/height is allowed for the labels.

You can't expect ordinary users of an office package to know what "pitch" is.

Especially when it apparently impacts the maximum allowed size of labels,
regardless what the user tries to enter as page width/height.
