It already is, on this BZ ticket (see the META data at top of issue ->
'Enhancement').

Otherwise, the toolbar button is already geared to Novice users (project's
'Benjamin' [Beginner] users. The Toolbar buttons are split-buttons. There are 8
predefined bullet styles and 8 predefined numbering styles. The 'More Bullets'
or 'More Numbering' buttons launch dialog to customize bullets and numbering,
but only for the current document only. These direct formatting changes are
easily done, and appropriate for "Novice" users.

Further UI Customization and modification of defaults starts toward
requirements of projects 'Eve' [Expert] users.
