Image anchored to page prevents removal of empty pages in between
Steps to Reproduce:
1. open the attached file
2. Delete the index/ and or other content..
3. Notice that the page count doesn't drop - And number of empty pages in
between
Actual Results:
Number of empty pages
Expected Results:
Empty pages being removed
Reproducible: Always
User Profile Reset: No
