Works for me in:

Does the Format > Clear Direct Formatting menu item list the shortcut, and it
just that it doesn't actually work, or the shortcut is missing also from the
menu item?

The command is called there just "Clear", and it's under the Format category.
(The issue with this short label is well known - see Bug 108458. There's some
kind of workaround using a tooltip in recent builds, but so far no complete
solution.)
