Second route for 4.3 (deleting the the initial image on paste; so only one)
1. Open Writer
2. Insert empty paragraphs
3. Insert an image
4. Change the anchor to "to character" (the default these days)
5. Deselect the image
6. Insert the same image again
7. Change the anchor to "to character"
8. Drag -> No movement at all in 4.3

The tandem behavior started with 4.4.. broken in other ways before
