First of all: what you see is *normal* and *intended* problem reporting of
*Windows Installer* system service - i.e., it's how it's designed by Microsoft,
not by LibreOffice. The installer MSI is just a recipe how to install, but what
actually installs everything is not MSI, but a system service/executable
(msiexec) that has this great error reporting. And any software, be it
"commercial" or not, that uses this *system* service, would show the same
problem the same dumb way. So the nods to "truly a terrible user experience" as
if it's LibreOffice installer's "feature" are unwarranted. Just try to google
for "MSI error 2203" to see that basically any software installation might
result in that (because it in fact not related to the specific software, but
rather to broken system state).

Please first try to fix the system installer service using a dedicated tool
created by Microsoft to fix problems resulting from bugs in their service. To
do that, see "Use troubleshooter tool from Microsoft" in [1].

Then note that what you write about registration process requiring you to
"support open source software" is likely a misconception: no registration will
require you to donate, while it might encourage you doing that. Also
subscription to mailing lists is (should be) *not* a pre-requisite to
registration in other services, like "forum" (although LibreOffice *does not*
have a forum; I suspect you meant Ask LibreOffice, which is not a forum, but a
Question-and-Answer site). If you see that you cannot register without donation
and/or registering to unrelated services, you are welcome to file separate bug
reports on that (even if there actually *is* a way to do that that you didn't
notice, this is still a UX problem, when it's not easily discoverable).

Setting to NEEDINFO until you report the results of your troubleshooting with
MS tool, or in case of the problem persists, attach an installation log, as
also described in [1].
