The focus hasn't changed, the character set always had the default focus (e.g.
on initial focus up/down changes the current character set in older versions).
What's changed is that on pressing return the default key bindings for a real
gtk-combobox pops up the combobox instead of passing the keystroke up to the
dialog in order to activate the default-button ok
