Further progress in my investigation into this bug report as a LibreOffice
user.

This only happens on Apple computers running macOS. Windows 10 computers no
problem.

When click on the 3D Effects icon to open the 3D Effects dialog, the dialog
does not appear as a floating dialog. However, it does open, but is hidden. To
make the dialog become a floating dialog you have to do this:

1. Converts a 2D object into 3D using To 3D or To 3D rotation Object tools,
then click on the 3D Effects icon/tool
2. Close the Pages page and the Sidebar. DO NOT hide.
3. Reduce the size of the Drawing Workspace, usually from the left side. This
will expose the 3D Effects dialog as a side window.
4. Click and hold in the top left corner of this window and drag it into the
Workspace.
5. Release the mouse button and the 3D Effects dialog appears as a floating
dialog. This is the only dialog I have come across that does this hiding trick
when opened.

Could someone try to solve this problem.
