Screenshot varying table-cell borders

When changing vertical line-width in a table the center of the line is aligned.
When changing horizontal line-width in a table the top of the line is aligned.

This is not consistent, the appearance would be much better when both had the
center aligned.

See the attached screen shot at 220% zoom factor. All cells have 0.5pt border
and the middle cell has 2.5pt borders.
