How to repro:
1) Create a new document.
2) Create a numbered list with a couple list items.
3) Select "Restart Numbering" on the first list item.
4) Save the document.
5) Open the document.
6) Note that "Restart Numbering" is no longer present on the first list item.

This is a real problem when using a "Master Document", since the numbering
continues from the previous document!
