No. It does not consider itself. It always considers *closest **previous**
paragraph which has a list applied*. For "List entry 2", there is a previous
"List entry 1", which has list applied, and *that* paragraph and *that* list is
used to apply to "List entry 2" (and that happens to change nothing, because
"List entry 2" already is part of that list starting from "List entry 1").
There's no difference here (neither conceptual, nor functional), and so no need
to try to make it a special case.

I didn't quite get the rest, honestly.
