Repro 7.2+.
As in Comment 6 and Comment 8, this is specific to attached document.
Moreover, it works on second apply, with colors seen for headings in Styles
sidebar. 
Not sure if just Minor or WontFix for a single example not reproducible from
scratch.

Note: To color all here, as in desired result, one can also use
Format-Paragraph-Area-Color.
