Is it even relevant? 

But fine, fine. Softmaker's Office does. 
Three sizes of controls and UI text size on a slider. 
All laid out nicely in a separate tab in the options, no messing around with
font substitution tables or external configs.

Firefox does (or did, until extensions extinction), via ThemeTweaker addon.
(Palemoon still does, same way.)

Emacs does (although not always in a straightforward manner), and I don't
intend that to be a joke.

There's at least another one desktop I use frequently, but I won't even quote
it, as it doesn't rely on menus and dialogs heavily.
