This question was for Charles, but I see similar effect and I don't have
anything special. I see this in openSUSE Leap 15.3 and Tumbleweed
(generic/minimal desktop setup). I prepared a screenshot, but since it
basically shows the same as one provided by Charles, I didn't attach it to
avoid clutter.

All it takes to see is -- install VirtualBox, install Tumbleweed, install for
example LibreOffice + VLC + FireFox and compare the menus.

So if the new report is indeed needed...
