Example file from Word

Attached example file contains a chart with In Background wrap enabled.
When opened in Writer it appears in front of the text.

Steps to reproduce:
    1. Open attached document

Actual results:
Chart is in front of the text.

Expected results:
Chart should be behind the text, like in Word.
