Heh, I have just hit this error as well.

Hmm, lo-dev/program/oosplash should be included in
libobasis-dev3.5-core01-3.5.0-0.x86_64.rpm.

The correct RPM is part of the main installation set
(master~*_LibO-Dev_OOO350m1_Linux_*_install-rpm_en-US.tar.gz)

Unfortunately, the lang-pack 
(master~*_LibO-Dev_OOO350m1_Linux_*_langpack-rpm_<lang>.tar.gz)
includes almost empty package with the same name. So, if you install
this empty package instead of the right one, you get broken system.

The solution is to remove libobasis-dev3.5-core01 from the lang-pack
tarball. I am going to fix it.
