I would prefer a Wiki-Text solution. Lots of Texts would have to be 
translated, and so some few UI texts could be done more or less "by the 
way". If some Buttons remain in English (but I do no believe that that 
text assignation might cause problems) I would not see that as a 
problem. Someone who will not be able to use a "Send" or "Next" button 
imho can't write a useful report.

I see this internationalization as a low priority todo, but of course 
it's wise to have the structure prepared for that.
