A quick mobile answer ... I had the same impression when looking at it for the first time, but there are reasons for that (e.g. shared bugtracker) and some goals (better bug reports instead of reporting by everyone). Some initial hurdles remain ... are kept deliberately.
But here is the crux - we miss to address Joe Average (being worried exactly because he is unable to use the bug report feature in LibO) and we might miss the chance to involve the majority of people via e.g. surveys.
Thus, I'd like us both to have a look at the potential offering the survey and the risk (just getting upset or pre-filtered people) who participate. Next, we have to make sure to offer regular (or always) surveys. Thinking about that made me CC you...
Ping me for further info ... there is also some more on wiki pages and the QA list (no links, still on the phone).

Most non-technical users do not report bugs and bug-trakers are not made for
them - even if they get nice interfaces like the one from Christoph. So adding
a simple link to the bugtracker inside LibO would be sufficient for those more
technical who do want to report a bug (it is good for them not having to
search for it). But to my experience there will not be substantially more (and
definitely no better) bug reports with a built-in reporting interface.
I think we need to find other ways of getting users to contribute to the
project (this actually is, what we want to achieve - not only having them
reporting bugs). And I do have ideas for that, which we actually are rolling
out with other free-software (e.g. KDE), and which is thought to be benefitial
As the Paris LibO conference is close ahead, I wonder if it would be a good
idea to make a bof on this topic?
