A quick mobile answer ... I had the same impression when looking at it for the first time, but there are reasons for that (e.g. shared bugtracker) and some goals (better bug reports instead of reporting by everyone). Some initial hurdles remain ... are kept deliberately.
But here is the crux - we miss to address Joe Average (being worried exactly because he is unable to use the bug report feature in LibO) and we might miss the chance to involve the majority of people via e.g. surveys.
Thus, I'd like us both to have a look at the potential offering the survey and the risk (just getting upset or pre-filtered people) who participate. Next, we have to make sure to offer regular (or always) surveys. Thinking about that made me CC you...
Ping me for further info ... there is also some more on wiki pages and the QA list (no links, still on the phone).

As the Paris LibO conference is close ahead, I wonder if it would be a good
