I don't expect a lot of people complaining about Windows 2000, but the
problem is already solved in the installer (currently only in Master, see
https://bugs.freedesktop.org/show_bug.cgi?id=65129)

Maybe it is worth to add this to the 4.0.6 installer and only then force
them to update? Of course Windows 2000 users will still be notified to
download version 4.0.6 but at least when they try to install it they will be
warned and  install will nor proceed (which IMO is an excellent solution)
