I think that depends on how you start.
When you start from https://bugs.freedesktop.org/query.cgi and select
new at the top and then Libreoffice, it will be UNCONFIRMED

When you start from the link "File a new bug in the "LibreOffice"
product" that sets it to NEW.

Anyway, that's what I think ;)
