[Libreoffice-qa] Building on Windows in order to Bisect

Do we have anyone building on Windows? How about anyone who knows how to
build from 2012. I vaguely remember Kohei telling me that building on
Windows used to be a pain but has gotten substantially better. I'm going
to give it a shot but the goal is to bisect this issue:
