So, I thought:

- bugs go from RESOLVED to VERIFIED after 2 weeks/a month without objection by
  bot
- bugs go to CLOSED, once we have a release with the fix out, that should be
  queriable by the "target:4.4.0" stuff we do in whiteboard by commit
  notification

The latter might or might help to explain the surprisingly hard to understand
concept of "fixed but not released yet", when people nag about "how is this
resolved, I run the latest official version and still have the problem". Being
able to tell them "its not closed yet" might or mit not help(*).

Anyway, leaving this to the QA guys mostly.

(*) This problem mostly is nonexistent on launchpad btw, because it calls:
    RESOLVED -> fix commited
    CLOSED -> fix released
    Most people get it then.
