Copying here my comment added to BZ and the wiki:

"It's critical because severity is about the *effect* as opposed to 
priority. A very rare bug can still have critical effects and remain at 
lower priority due to its rarity."

So there is no need to do anything unless there is a desire to get rid 
of the severity field completely.
