Indeed I agree with the latest.

'Master' is known also by people that know Powerpoint.
And indeed too, when you compare with Writer/Calc: there we have 
Templates and Page Styles.


Overview current situation

= Page formatting =
Format > Page
Right click on slide: Slide > Page Setup  (1)
   or Format > Page Setup

= Master page =
Task pane ... Tasks > Master pages
View > Master > Slide Master
Right click on slide: Slide > Slide Design  (2)
   or Format > Slide Design

= Page layout =
Task pane ... Tasks > Layouts
Right click on slide: Slide > Slide Layout


   (1)
Not consequent
   (2)
Would suggest "Load slide master"
