I could see emphasizing the Writer/Web HTML Document if we actually had any
support for external CSS2/3 style sheets, or HTML 4/5. 

But as we don't really even support WYSIWYG markup--having to work in HTML
source view mode to edit markup and any inline style, which then does not
remember its position when toggling back to Web view--LibreOffice's HTML
Document feature is not what folks would expect, and so should not be accorded
its own Start Center button.

An item on a split button dropdown, perhaps paired with the Web Page Wizard,
would be about all the emphasis it merits.
