Resizing sidebars allows to adopt to different content over tools but not
within. As a user I have no benefit from resizing (exaggerated spoken). 

On the other hand, Eve [1] might want to have more individualization since
sidebars take a lot of vertical space, too much on 4:3 displays. So it make
sense to change the content of the sidebar on resizing. For instance by hiding
captions or in general replacing text by icons. Another idea would be to have
some kind of alignment that leads to rearranged/wrapped controls depending on
the width.
