Don't see it that way at all.  The OP refs MLA & Chicago--both well established
"Citation styles" and the underlaying reference system handling of the both the
reference style and the document layout (yes by tmeplate) to support them.

As in 2nd item from the OP in Bastián's bug 94418 enhancement which is for much
more than bibliography "-Allow cited in the text and create lists of
references, supporting the known/used styles"

The key is "known/used styles".

Thing is there are literally 7,500 unique "citation styles"--the days of the
big 4 (APA, Chicago/Turabian, Harvard, & MLA) are long gone. 

So, rather than trying to host them ourselves, where we'd have a paltry few
templates of questionable validity, to my mind key is implementing support for
Citation Styles Language (CSL -- http://citationstyles.org/ ), and extracting
styles needed for correct document formatting according to the "style".

Related and much less appealing, but needed for interoperability, develop
filter parsing support for Thompson Reuters Endnote (.ens/.enf/.enz)
proprietary formats.

That is exactly what has been requested here-- and that is already provided to
LibreOffice via extension (Zotero). We just need to do a better job of
extracting the citation styles and the document formatting needed to support
it. Implementation details are on the CSL site.
