We introduced the "Formatting (Styles)" toolbar that can be used as replacement
or in addition to the standard formatting toolbar. It had CS items including
Emphasis and Strong Emphasis on it that respond correctly to the format. It's
not by default on the standard toolbars to keep the width below the defined
maximum. But you can customize it...
