The classic toolbars (TB) are configured to fit on small screens with at least
1280x768px. The "Standard" TB provides access to functions like Open, Save,
Print... and the "Text Formatting" TB is what you miss in Impress. This toolbar
was made hidden for bug 87676 to keep the UI clean (you can enable it via View
> Toolbars) - Writer has its focus on text editing while Impress deals kind of
50/50 with text input and image/object arrangement.
One solution is to use the sidebar (you may have missed the tiny bar at the
right edge when it is collapsed), where all text attributes are at the first
"Properties" deck (context sensitive for text).
And we have some alternative "notebookbars" configured via View > User
Interface. For example the "Tabbed" variant provides all functionality.
And last but not least it is possible to configure the UI to your liking via
Tools > Customize. This could be a solution if you like, for example, the
classic UI but your workflow requires one additional control.
Putting all together I'll resolve the request as WF. The decision to hide the
Text Formatting TB is reasonable, Impress does not need to be alike Writer, and
there are plenty of options to change the UI.
