Behavior of the 'Text Language' field on the Status bar for Calc should be
consistent with Writer's handling of paragraph and table cell language.

We should display the text language (for spell check) and provide a list of in
use, or to set additional languages, for selected Calc cell paragraph content.

The Status bar should display text language of the selected cell(s), or the
cell with cursor focus.

At master against 7.5 currently, we only display the global document language
with no indication of individual cell paragraph language value.
