The "Rulers" toggle on the Tabbed UI shows/hides both the horizontal and
vertical ruler at once. 

I think we should provide all options without the main menu. And rather than
having the Rulers command duplicated under the View dropdown, we should provide
the toggle for .uno:VRuler there. Or both as we do on the main menu.

UI-wise it makes a lot of sense to complement the .uno:VRuler with .uno:HRuler
(.uno:Rulers hides the rulers and disables both). But I struggle with a
reasonable use case.

And since we don't have a VRuler-only mode, I could also imagine a solution per
bug 87897. Meaning the context menu of the horizontal ruler allows to show/hide
the vertical ruler.
